It's a scam email about unpaid electricity bill.
It seems the owner of this number wrote a review complaining about someone else's bad review
もしもまともな頭のきれる奴がいると、こんな目のはれな詐欺はやらんだろうなあ。
The message stated that due to unpaid electricity bills, there's a possibility of a power outage, and I need to make the payment within the given timeframe
