I contacted PayPay Bank via chat, and they responded with the following message.

I dont even have a PayPay account, but i got a email from them, thats strange
When I contacted the customer center number listed on the back of my PayPay Card, they confirmed it was indeed a call from PayPay Bank.
I use PayPay but not PayPay Bank
