Apparently its a call from Megafon, but Megafon sent me a sms saying this call is spam, make up your minds...
This was a Megafon call. They offered to change my tariff plan, which they actually did. I verified with the operator's chat to confirm if the 10 rubles per month for 100 minutes, 20 SMS, and 1 GB was correct. The person I spoke with confirmed it.
