The caller claimed to be from a Housing Association, asked for a name, and then abruptly ended the call.
After receiving a missed call, I returned it to find an answerphone message claiming to be from Utility Warehouse
Upon answering, there was silence followed by odd grunting sounds before they disconnected. Likely a scam aiming to get you to return the call. I've blocked it.
Claimed to be from the social housing repair team, which sounded untrue.
