Definately a scammer, posing as the bank and alleging fraudulent activity to phish personal details. Hang up and block immediately. Anyone claiming it's legitimate is either part of the scheme or has been duped.

A message claiming to be from Barclays about a possible fraudulent transaction was received; this is not genuine and appears to be a scam.
