After answering, there was no response; using 1471, I traced the call back to 01787 201988, and upon checking here, I decided not to return the call, especially since I've never had a magazine or paper subscription, except for 2000AD in the past.
Although I didn't pick up, it's possible this number belongs to The Times, given my past subscription, they might be trying to persuade me to resubscribe
