In my experience, the call was genuine but outdated, as I had been having issues with my Utility Warehouse Smart Meter, and after complaining to the energy ombudsman, I received an apology email from them, but I had already switched energy suppliers due to their evasiveness
The person at the other end of the line dont know who they are, i called UW and they confirmed the number is one of Calisen, you can find more informations on https://www.calisen.com/, aparently details were passed from UW to Calisen for installation of the smart meter.
When you try to call back, it says it's being recorded, but no-one answers, it's strange
