Basicly, it's a call from a loser call center using Autodial, no message, no voicemail, just blocked.

Apparently, this number is associated with an automated prepaid call from Paytel Communications, which is used by inmates in various correctional facilities. To identify the caller, it is suggested to save this number and answer the call the next time it is received. During the call, the inmate's name will be announced, which may not be captured by automated systems. Inmates are entitled to a one-minute free call, after which instructions will be provided to set up an account with Paytel.
