Following a similar experience, I filed a complaint with the FTC due to the number's presence on the do-not-call list and its involvement in an illegal debt collection scam.
That number is suppost to be for Social Security, but when you anser it, it's actualy Portfolio Recovery Associates, they have somehow manipulated the caller ID system, I'm reporting it to SSA
