A call claiming to be from RBC attempted to initiate a conversation and solicit a credit card sign-up over the phone, raising suspicions of a scam, especially given their access to account balance information.
This number has called multiple times, somtimes about a credit card I dont have, other times they just remain silent, and lately, they've been adresssing me by my first name.
The idea that they can accomplish much with just the word 'Hello' is absurd, and even dumber than the so-called 'yes scam'.

This number called me about applying for a visa credit card, and the representative claimed to be from Ontario, already knowing my name and address

Its a scam, if a compagny like RBC needs to contact you, they will do it threw their website, with a verified password and all.
