After contacting Target at 800-440-0680, I was informed that the number in question is not associated with their company. The representative suggested that I might have been targeted due to a potential RedCard account application and advised me to gather more information if they call again.
It's a legit call, Target contacted me saying someone opened an account in my name, I answered and it turned out to be true, so I stopped further damages

Apparently, Target called me twice, at 12:34 pm and 12:35 pm California time, despite my explicit request not to be contacted. I had submitted a complaint and left the 'contact me' option unchecked, indicating my desire not to receive calls.
