This number is just an outgoing number for the State of Oregon, it's not a scam, it just mean's sombody from the state is calling you, it could be about anything, taxes, or a health survey, etc.
It's obvious that this number is being used by someone who has figured out how to spoof the outgoing number of oregon state offices, a scammer who buys up invalid debt for cheap, like a $5000 debt for $5, and tries to convince people to pay, i've talked to the guy several times, he calls every two weeks at odd hours, like before 8 am or after 10 pm, which is a clear sign of a scammer, but it could also be a real government representative, so its importint to be cautious and ask them to call back from a veriied number.
