Clearly, a reputable company like AT&T would not resort to using a spoofed phone number for their communications, as no legitimate area code or prefix in North America starts with the digits 1 or 0.
At 8:12pm on 08/14/2020, a txt was received from this number with a message stating "from AT&T Subject: Unsuccessful payment. Call 931-286-3074"
It appears to be a scam originating from India, and I responded to their text with an insult in their native language, which was amusing.
They told me my debit card was locked and asked for the card detalies to reactivate it.

Despite having a system in place to block callers not in my contact list, this particular number managed to bypass the iPhone and ATT blocks, texting me about an opportunity to earn money by wrapping my car with their brand sticker.
