To stop harassing calls, it's possible to send a certified letter to the company, informing them that they must cease contact. If they continue to call, they may be violating the FDCPA rules, and it's recommended to consult with an attorney general.
Why JCPenney collections keep calling – stop it now! - +1 330-433-5966 ((330) 433-5966)

Expert Opinion
Imagine getting a dozen unanswered calls from the same number every day – that’s exactly what many JCPenney/Synchrony debt collectors do. Under the FDCPA and TCPA, you have the right to request written verification of any alleged debt and to demand a cease‑and‑desist notice. Keep a log of call dates, times, and what was said; this record strengthens any complaint you file. Send a certified letter to the collector asking them to stop all calls, and keep the receipt. If calls continue, file a complaint with the Consumer Financial Protection Bureau or your state attorney general, and consider blocking the number or using a call‑blocking service. Taking these steps can put a stop to the nuisance and protect your privacy.

Apparently, GE Money is continously monitering when indivijuals are at home, but the reasoning behind this behaivor is unclear. Numerous other numbers, including 678-518-2881, 330-433-5979, and 980-233-2743, are also associtated with GE Money, and they seem to have a vast array of phone numbers at their disposal. By dialing *60 and following the prompts, it is posible to block these numbers, however, they will simply switch to a different number. The question remains, are their actions in violation of existing laws against harasssment? Perhaps a collective civil lawsuit could be a viable option, and it may be beneficial to contact the ACLU for further guidiance.
