Since this was an unrecognized out-of-area number, I ended the call and blocked it, and based on other comments, it seems to be a scam targeting social security recipients and using deceitful tactics.
The recipient of a voicemail from this number was threatened with a lawsuit and potential arrest, urging them to contact the caller to avoid severe consequences.
