Daily calls are made at 9pm est, with the caller hanging up upon answer, and upon callback, the line connects to a Dept of Fl CDC, which stays on the line long enough to trigger voicemail before hanging up.

Upon further reseach, The Florida B.R.F.S.S. aparently stands for Behavioral Risk Factor Surveillance System
Upon answering, there was no response, so I hung up and called back, only to reach a voicemail system with a message from AUDIX, representing the Florida B.R.F.S.S.
A voice message from a live female, claiming to represent the Florida Health Dept, stated that the call was part of a random selection and would not require personal info.
You should considder geting a Panasonic phone, it has a built-in call blocker funcion, wich is easiy to use and efective. This way, you can block those anoying ROBO calls and your phone will only ring once when they call, thats a big plus
