Thanks to the warnings from everyone, I didn't answer and have now blocked the number since no message was left.
This is a insurance scam, they claims to be Blue Cross Blue Shield, same recording as other numbers, BCBS was notified and caller ID showed 'not in use'

On the morning of 8/30/2017, I received multiple calls from this number, and upon calling back, I was directed to a voicemail without any prior identification of the caller.
A purported representative from Blue Cross Blue Shield contacted me, attempting to sell health insurance. However, I quickly realized this was a scam, as the company would not solicit sales over the phone. The caller's inconsistencies, including claiming to be from Chicago despite the phone number being registered in New Jersey, further solidified my suspicions. When I asked for written information about the policy, the caller abruptly ended the conversation, revealing their true intentions.
