Novoe TV is a service for watching television channels and an archive of broadcasts over the internet. It seems to have its own app available on Google Play, which allows users to connect their Android Smart TVs to the internet and enjoy one of the best services around. The SMS messages received from Novoe TV contain codes that might be used as part of this service or perhaps some sort of promotion/campaign they are running at present. Additionally, there appears to be a Canadian French-language terrestrial television network called Noovo owned by Bell Media subsidiary BCE Inc., but it's unclear if this has any connection with Novoe TV beyond similar names. Overall, based on these sources alone, it can't definitively say what kind of company "Novoe TV" is without more information about them specifically outside search results related only tangentially such as those above mentioned in relation either directly (app) or indirectly (network name similarity).
